Utility Billing Introduction

Utility and city services bills can be paid via mail, drop-off locations, online or as a scheduled, automatic payment. The City of West Fargo accepts cash, check, money order, automatic bank account payments, credit card or debit card for payment. Please note, a 3% convenience fee will be added for any credit card and debit card payments. A $2.50 fee will be added to any ACH payment from a checking or savings account on the electronic utility billing and payment portal.

The City of West Fargo launched a new electronic utility billing and payment portal on Sept. 1, 2022. In addition to current features such as Autopay and eStatements, the new portal will include access to billing history and user-friendly payment management.

Who needs to use the portal to pay their utility bill?

You DO NEED to create an account and use the portal to pay your utility bill if you use: 

  • Autopay with a credit or debit card
  • One-time payments with a credit or debit card or ACH payment from a checking or savings account
  • Automatic Text to Pay with credit or ACH payment from a checking or savings account

You DO NOT NEED to create an account and use the portal to pay your utility bill if you use: 

  • Automatic ACH payment from a checking or savings account
  • Mail payments
  • Pay in person
  • Drop-off payments
  • Pay over the phone

Will my account and payment information from the last online system carry over to the new system?

No. If you used the old system to manage your payments you will need to create an account on the new system and enter your payment information.

If I don't use the payment options in the new system, should I create an account?

There are a few features in the new system that all utility account customers can enjoy. The new system offers electronic copies of your statement and payment history. You can also sign up for paperless billing and receive an email or text that your bill is available to view online.

Can I use any kind of payment on the portal?

You can use a credit or debit card for any of the payment types on the portal, which include AutoPay, One-Time Payments and Text to Pay.

You can only use ACH payment from a checking or savings account for One-Time Payments or Text to Pay. 

If you would like to use ACH payment from a checking or savings account for a recurring, automatic payment, you must fill out the Automatic ACH Payment Form.* 

What are the fees for using the online portal payment options?

A 3% convenience fee will be charged for any credit or debit card transaction on the portal, with a minimum fee of $2. Any ACH payment will incur a $2.50 fee.

Automatic ACH Payments

Residents can pay their City of West Fargo utility service bill with an automatic, recurring payment from a checking or saving account. To set up these payments, complete the Automatic ACH Payment Form.*

 *If you are currently enrolled in Automatic ACH Payments with a savings or checking account you do not need to re-enroll in the new Electronic Utility Billing and Payment Portal that launched Sept. 1, 2022. This service is handled by the City and not through the online portal. There is no fee associated with this payment option.

Online Payments

Residents can pay their City of West Fargo utility service bill online using the Electronic Utility Billing and Payment Portal.

Mail Payments

Residents can pay their City of West Fargo utility and services bill by mail using a check, cash or money order to:

In-Person Payments

Residents can pay their City of West Fargo utility and services bill in person by cash, check, money order, credit card or debit card at the West Fargo City Hall Utility Service Billing/Reception Area which is located in the east wing of the building, near the Police Department.

Phone Payments

Residents can pay their City of West Fargo utility and services bill over the phone by credit card or debit card by calling 1-833-402-1969. Please note, a 3% convenience fee will be added for any credit card and debit card payments.

Drop-Off Payments

Residents can pay their City of West Fargo utility and services bill by drop off using a check, cash or money order.

Delinquent Accounts

Any payment not received by the 15th of each month causes an account to become delinquent. There is a $10 late fee that will be assessed monthly on an account that is carrying an unpaid balance and the residence becomes subject to utility disconnection and service cancellation.


To re-establish service, a $100 re-connection fee and payment in full must be made at City Hall with cash, credit card, debit card or a money order between the hours of 8 a.m. and 2 p.m. The City of West Fargo does not reconnect service after 2 p.m. weekdays.


Payments that are returned from the bank for nonpayment will be charged a $20 fee and are subject to immediate disconnection and cancellation.
